Only 30% is converted, so if you have 100% boost to dark magic damage, that would buff only the 30% to 60%. Then if you had 100% frost damage, that would buff the 70% to 140%, to make a total 200% damage. Since it only changes the damage type and doesn't actually add any damage, it's the same damage, but doing a different type. Primary and secondary classes are not fixed on legendary armor. I have 3 "Corrupted Platemail", one with Spellshot (Primary) & Graveborn (Secondary), one with Spore Warden (P) & Graveborn (S), and another with Brr-zerker (P) & Clawbringer (S).
