I believe so. It is my understanding that the usage meter runs on UTC instead of local time zone. Also if you ever took a look at your e-mail headers, you will see the same thing.. Many mail servers, Comcast included, use UTC time, and the mail client if set correctly will adjust the time to show your local time.
